Weird issue regarding E-coin debit card purchase

I'm posting on behalf of my brother who has encountered a problem with a purchase he made recently with his E-coin debit card to a company based in Japan called Japanny, which specializes in Chef Knives.

The money has been deducted from his E-coin wallet but the transaction shows as "authorized" but not as "success".

He proceeded by contacting Japanny to see if they could shed any light on the situation, since E-coin is slow to respond to emails, and Japanny replied to him with the following:

"Hi,

Thank you for your recent purchase. Unfortunately, we could not charge to your card and our system detected as fraud order." They advised him to rather settle the amount with Paypal

He has since sent a follow up email to both E-coin and Jappany and is waiting on their response.

He has made purchases before on Amazon and Ali-Express without any trouble using his E-coin card.

Do any of you know what could possibly be the cause of this or have any information or advice on how he would go about resolving this issue?
