I wonder a scenario where miners aren't cooperating at all to activate a scaling solution.
Mining is an harsh competition and a run to profit. Fees are increasing with the demand, it's very profitable to them. Why would they break that ?
I believe the fees will keep increasing until a community revolution.
A community revolution could push peoples (nodes & devs) to prevent a few miners to vote for the whole network.
I'm sure miners will lose on the long run against the community: they will lose some power or be forced to adapt.
