On Friday we achieved together a commitment from Coinbase to implement transaction batching. Although Gemini is even behind, it commited already to SegWit after new Bitcoin Core wallet is released. Still, I don't see any reason for any exchange for not implementing transaction batching, which saves much more block space than SegWit (it decreases fees by 80{c02dde72df927a7b1629fc29506cd3151b0442defda0d37a402db978ff19aaf8}).
