I can imagine that people will be able to select and switch between governments like you can switch the mobile phone plans. Using smart contracts, people will clearly see where the tax money goes. By joining a government "clan", you will be able to pay tax in order to get back security for you and your business. Governments around the world will have to compete for the best "tax plan" to attract security/escrow revenue.
